Popular Struggle and Bureaucratic Inertia – An Insight

Introduction
Recent agitation occurred under the guise of the Cockroach Janata Party (CJP), which had become a huge success due to the student appraisal from across the country.


Due to institutional apathy, there is a growing nexus between external entities and bureaucrats who control government departments. The recent agitation was due to repeated failures by officials of the National Testing Agency (NTA) in the NEET exam over the past three years, without any glitches. NTA is a flagship government agency that conducts graduate and undergraduate exams across the country.
Systemic Neglect
The state's indifference has emboldened officials working according to their whims and fancies. The employment guarantee has led to bureaucratic inertia in dealing with problems faced by the common man. This systemic neglect has led to recent appraisals. Officials of every department are not transferred on a routine basis. This has given the officials enough time to develop a nexus with outside entities.


Student Struggle: A Case Study
The students preparing for the NEET exam have put a lot of effort into studying their subjects for a long period of time. Due to administrative unconcern, students got annoyed and decided to fight for their genuine cause. Due to systemic neglect, timely maintenance of the NTA portal was not ensured. Hence, students could not register online. The portal unavailability for online registration and the approaching deadline put the students in distress. Unable to cope with the stress, some students decided to take their lives.


So, when CJP decided to take up their case, students gathered under its umbrella and marched towards the corridors of power to make their demands visible to the government of the day peacefully. On July 20, 2026, the march towards the parliament became more violent, with some stone pelting from the students’ side, forcing the security forces to use lathis and launch tear gas shells to disperse them. This snowballed into a big controversy.

Seizing the opportunity, the whole opposition in parliament accused the central government of institutional apathy. Due to the growing public reaction, including celebrities, the government had to make a U-turn and accept their issues. The central government had to set up an inquiry committee to look into procedural lapses and the bureaucratic inertia that caused them. The government decided to talk to the members of CJP to defuse the situation and gave assurance that it would address the problem of systemic neglect in the current system.
